Fort Missoula has been mentioned as an option in the past. Engen said he tried to stay out of the mix at first, when he assumed UM was committed to building on the South Campus.

The mayor also said the plan would appease advocates who want to preserve the golf course at the South Campus, and it could raise the profile of the student body at Missoula College.

The current campus is near the fairgrounds at the end of Stephens Avenue. AP — Gov. During a news conference. Engen said. The city of Missoula owns the 1.

LAW OFFICE JAMES W. Patterson said a "fairly heated exchange" took place at water authority meetings as Chris Constance, a Charlotte County commissioner and Charlotte's representative on the authority board, voiced his concern that Charlotte's responsibility was financially too high.

Constance, who could not be reached for comment Tuesday, previously thought litigation would be the an- swer to help save Charlotte's rate-payers, but Pat Lehman, executive director of the water authority, said the way the payments break down would mean an added penny a day for Charlotte's rate-payers.

Meanwhile, Patterson said County Attorney Steve Demarsh was fully ready to handle any litigation, should Charlotte decide to file a suit.

Sarasota County Administrator Tom Harmer said Charlotte County Administrator Ray Sandrock asked to hold off on any fur- ther meetings on the subject until Charlotte was able to engage a consultant and study the proposed rates.

Harmer said Charlotte had engaged an attorney and had discussions, but nothing had been filed thus far. Lehman believes that, along with Harmer and Sandrock, the trio can engage in discus- sion that would help to avoid any litigation.

Assistant State Attorney Jennifer Garczewski had asked for five years in prison, but said she respects the judge's decision.

During sentencing Tuesday, Garczewski read letters written by the child victims. The girl re- ferred to Antuna as a "monster," and the boy once considered taking one of Antuna's guns to shoot him.

Antuna's family and friends took the stand and spoke about how caring and gentle the defen- dant was. More than one person referred to him as a "teddy bear.

At the end of April, the total number of residential, real estate owned properties were as follows: Port Charlotte, ; Punta Gorda, ; Englewood, 58; Rotonda West, 24; North Port, ; Venice, ; Placida, 8; and Arcadia, I've been anticipating a gradual increase.

Prior to the change, Martella said, foreclosure papers often were filed without attaching the mortgage notes because the prop- erty had a complex trail of ownership, causing delays and adding to the judicial backlog of cases.

The new law required that before initiating lis pendens, the person filing must certify they are in possession then that's what they have fundraisers for," Whittaker said.

Ken Roberson, R-Port Charlotte, would not comment on projects included in the budget other than those dealing with Charlotte County, saying he has not had a chance to review specific details about them.

Indeed, a review of foreclosures filed after the law was enacted shows a dramatic drop-off across the region. In July , there were just 28 new foreclosures, after were filed the previous month.

In Sarasota County, lis pendens were posted in June , followed by in July. Other factors may also have contributed to the upswing in new foreclosures.

Martella explained that a lot of the foreclosure cases previ- ously disposed of in the courts were without final "All of those projects are subject to the gov- ernor's line item veto," Roberson said.

Roberson also pointed out that the state has not had a surplus in years, and that many of the projects around Florida have been on the burner for some time.

Roberson said the Legislature made a "sig- nificant investment" in the state's public educa- tion system. Weatherford also point- ed out that the Legislature had allocated a large increase to education.

Home de- faults dismissed without a final judgment are more likely to be reactivated, cycling their way back into the system.

He added, however, that looking at just one month's new foreclosures in Charlotte County is a small sample size, saying April's numbers could be the result of just one firm unloading its cases.

Martella said it would take several months of elevated foreclosure numbers to establish a trend. Email: groberts suni-heraldx. Although the state is funding education at the highest level ever, educators must deal with 80, new students, Swift said.

This means the allotment per child is lower than what it was in , he said. Roberson acknowl- edged the state had not made it to funding levels per student.

But the Leg- islature's self-proclaimed largesse in raising school spending relies on a familiar, if tiring, shell game. That increase does nothing to replace a state-man- dated cut in district millage rates for capital projects.

Building up a reserve against an inevitable future economic downturn isn't a terrible thing, but lawmakers' crowing about their commitment to education while merely raising school funding to below previous levels and doing so through local school districts is cynical at best.

In the end, all of the tax money comes from taxpayers, but the key difference is sales taxes are paid one drip at a time, and are augmented by visitor spending, while property taxes arrive like a wave.

Giorgi found her game again - game by game she started building a comeback, winning five games in a row to go up and even holding a match point in the third with Pliskova serving , ad-out.

But she was playing so well in that part of the third set. Before that she was making so many mistakes, but she stopped doing that and calmed down, and she played so much better there.

She's one of the hottest players of the fall - she's won 16 of 19 matches since the US Open. The big-serving Czech is also the third player to win a WTA title from match point down this year, after Li Na who saved one against Lucie Safarova in the third round of the Australian Open and Aliz?

Cornet who saved a match point in the final of Katowice against - coincidentally - Giorgi. But she says she's still got room for improvement.

My movement isn't that great. And my serve can be up and down sometimes, so we'll have to practice that a little bit more.

I'll have to do some strength conditioning and running, too. I'm looking forward to it. The doubles final saw Raluca Olaru and Anna Tatishvili cruise past Annika Beck and Caroline Garcia in 52 minutes, , It was the first time Olaru and Tatishvili won a WTA doubles title together - it was Olaru's fourth WTA doubles title and in fact Tatishvili's first WTA title of any kind in her career.

OSAKA, Japan - Last year Samantha Stosur made the Japan Women's Open Tennis the first tournament she's ever won twice, and she continued to make it her favorite stomping grounds this year, edging Zarina Diyas in the final on Sunday to lift her third career title at the International event.

A day after grinding out a tight two-setter against Elina Svitolina in the semifinals, Stosur had to do it all over again against another WTA Rising Star in Diyas, who broke serve in the first game of the match and rode it to leads of , and in the first set - and after Stosur got the break back and battled her way to a tie-break, Diyas even brought up two set points, first at and another at She would never lose serve again and broke one last time in the final game to close it out, 7 , Stosur's serve may have been the shot of the match - after getting broken in the opening game of the match she held all nine of her other service games, fighting off all three break points she faced.

At the end of the day, Stosur collected her first WTA title of the year, and the sixth of her career after Osaka in , Charleston in , the US Open in and Carlsbad and Osaka in Three times now - it's just a great feeling to come back here each year, and if you win the title then it's even better, obviously!

Also this week, the Kazakhstani was named as one of the four players competing at the WTA Rising Stars Invitational, which is set to take place in Singapore in conjunction with the BNP Paribas WTA Finals Singapore presented by SC Global.

I'd never seen her play too much before, but I can see why she's one of the WTA Rising Stars, and I really had to play some good tennis to beat her today.

It was their first title together; Aoyama now has five WTA doubles titles, Voracova nine. TIANJIN, China - Alison Riske captured the first WTA title of her career on Sunday, holding off a late surge from WTA Rising Star Belinda Bencic to win the inaugural edition of the Tianjin Open.

But Riske regrouped just in time, holding serve then breaking once more to close it out, , She's been playing so well this year and has a really bright future ahead of her.

I knew coming into the match that it would be a battle and it really was. And it's so true. It's just a great saying. Roger Federer claimed the elusive Shanghai Rolex Masters crown on Sunday as he won his 23rd ATP World Tour Masters title with a 6 , 2 victory over Gilles Simon.

The Swiss will return to World No. Rafael Nadal is the all-time titles leader with 27 Masters trophies, but Federer leads the way with a win-loss record in this category.

Federer had nearly been beaten at the first hurdle in Shanghai. Returning after a three-week break, the Swiss was forced to save five match points against Leonardo Mayer in a dramatic second-round contest at the Qi Zhong Tennis Center.

I've come close a couple of times, but I've always wanted to win it as a Masters Especially putting my hands on the trophy for the first time is a good feeling, I must say.

I'm very happy with the way I'm playing. Overall I'm just extremely happy right now. The Swiss contributed three unforced errors as Simon broke his serve in the first game of the final, but rallied from down to draw level in the opener.

Federer then relinquished a lead in the tie-break as Simon fought back to earn a set point at Federer quickly dispelled the danger with two unreturned serves, and clinched his third set point chance with a backhand pass up the line.

Simon left the court for a medical timeout on his injured groin at the end of the first set, but returned to frustrate Federer once more in the second set.

The Frenchman denied Federer on chance after chance, saving two break points in the third game and another in the seventh game.

Two forehand errors from Simon granted Federer a reprieve on the set points, though, and the Basel native made sure he capitalised on his momentum.

He opened up a lead in the tie-break and converted his first match point as Simon netted his shot after one hour and 53 minutes.

The match was played under a closed roof due to high winds in Shanghai. The year-old Simon was bidding to win his first ATP World Tour Masters crown, having finished runner-up to Andy Murray in his first final six years ago in Madrid, when the event was held on indoor hard.
